The two bulldozers aren't exactly same. The two local departments holding the planning announcements aren't exactly same. They're on different scales. Hilbert curve has very neat computational properties that with appropriate representation, spatial zoom-in/out can be done with bit-shift/and/or/xor manipulations. It's extremely fast for index calculations.

The bulldozer that razed Arthur's house and the larger bulldozer that razed the Earth, including the first bulldozer... I came to know about fractal in high school, and the first real use was in one grad school thesis, using Hilbert Curve for spatial index.
